Under New Jersey law, organizers, financiers, managers, and supervisors are considered “leaders” for the purposes of N.J.S.A. 2C:35-3. Each term is defined as follows:

• “Organizers” are persons who arrange or plan the drug trafficking network
• “Financiers” are persons who provide money or some other form of capital in order to purchase CDS or otherwise bankroll a drug trafficking network, with intent to make a profit from such investment
• “Supervisors” are persons who oversees the operations of the drug trafficking
• “Manager” directs the operations of the network

In many instances, a leader may be an organizer, financier, supervisor and manager. However, the State needs only to prove that you satisfy one category in order to convict the defendant.
