Burlington County Drug Distribution Ring Busted by Federal Authorities

September 30, 2019

The United States Attorney’s Office announced the arrest of 31 individuals across two (2) separate drug distribution rings this week. The alleged narcotics were being distributed throughout Burlington County and included cocaine and heroin. According to the announcement from the US Attorney’s Office, this investigation spanned multiple months and involved acts of distribution throughout Burlington County towns like Willingboro, Burlington City, Burlington Township, Bordentown Township, Edgewater Park, Pemberton and Mount Laurel. The U.S. Attorney’s Office said 28 of the people charged were arrested Thursday, while one was already in state custody and three remain at-large.

Who Were the Leaders of the Drug Ring?

Those arrested include Herbert Mays, 62, of Willingboro, who was considered to the leader of one of the drug distribution organizations in which he controlled 19 other members. Mr. Mays was criminally charged with conspiracy to distribute or possess with intent to distribute more than five kilograms grams of cocaine and conspiracy to distribute or possess with intent to distribute more than 280 grams of crack cocaine. If convicted, Mr. Mays could be subject to a term of life in prison.

The other leader was identified as Talib Conway, 39, of Philadelphia. Mr. Conway allegedly based his operations out of Burlington County as well. Mr Conway is facing charges for conspiracy to distribute or possess with intent to distribute more than 100 grams of heroin and more than 28 grams of crack cocaine.

Did the Feds Use Wiretaps?

Apparently. According to the press release, the investigation included warrants for the surveillance and interception of phone calls and text messages. The use of search warrants involving digital records and surveillance will likely be a crucial part of the federal authorities case at trial.
